Statistics definitely say there should be intelligent life. SETI has detected no signals from any intelligent life. In those 9 billion years, how statistically probably would it be for intelligent life to appear? Pretty likely is the answer. The Universe grew/expanded for 9 billion years before Earth formed. So we've sent signals out 100 light years. On Earth, we have been producing radio waves for the past 100 years.
